Position description
Responsibilities
The Licensing Librarian is a 100% full-time position that reports to the Library's Scholarly Communication Officer, and is situated within the Office of Scholarly Communication Services (OSCS). In helping to shape and improve access to electronic resources for the UC Berkeley campus, the Licensing Librarian also works closely with campus counsel, the Head of the Collection Services Division, AUL for Scholarly Resources, Head of Acquisitions, Electronic Resources Unit staff, the Library IT Systems and Discovery Librarian, and subject liaison and selector librarians.
- Review and negotiate all UC Berkeley campus (“Tier 3”) Library license agreements with publishers / vendors to reach favorable licensing terms, including on key issues like accessibility, fair use, text and data mining, artificial intelligence, privacy, and more.
- Review and negotiate select UC multi-campus (“Tier 2”) license agreements, and coordinate with other UC campuses as appropriate.
- Assist the AUL for Scholarly Resources and the California Digital Library licensing team with UC systemwide (“Tier 1”) licenses and licensing strategy.
- Maintain expertise on current and emerging licensing practices to negotiate complex agreements for business resources, streaming media, public performance rights, data and datasets, open access, and consortial resources.
- In cooperation with the Licensing Team, develop, document, and execute licensing workflows.
- Establish and manage excellent publisher / vendor relationships.
- Advise subject librarians and Library staff on license agreement interpretation and requirements.
- Provide guidance to the Licensing Specialist for making license agreement terms discoverable, and in identifying the negotiating scope and desired outcomes for agreement provisions.
- Assess and audit vendors to ensure that material is accessible and available according to contract.
- Work with vendors and users to address disputed or actual violations of terms of use or breaches of contract.
- Work closely with subject librarians and acquisitions staff to support e-collection development.
- Coordinate and ensure user education and outreach on understanding the conditions of use for licensed content.
- Coordinate with the Electronic Resources Unit in assessment of databases for licensing tracking tools, and the implementation / population of such tools with licensing terms to assist with perpetual rights management.
- Collaborate with Assessment Librarian to provide metrics and analysis of licenses and licensing terms.
- Participate in UC Berkeley groups and committees as well as UC-wide groups as appropriate.
- Provide the best possible service to all library users in a timely, thorough, and courteous manner.
- Employ creative approaches to the provision of services and use of resources, by utilizing new technologies and information formats.
- Support the Library's ongoing commitment to openness, accessibility, diversity, equity, and inclusiveness.
About The Library
UC professional librarians are academic appointees and are represented by an exclusive bargaining agent, University Council - American Federation of Teachers (UC-AFT). This position is in the bargaining unit.
Librarians are entitled to appropriate professional development leave, two days per month of vacation leave, one day per month of sick leave, and all other benefits granted non-faculty academic personnel. Qualifications
Basic qualifications (required at time of application)
Advanced degree or enrolled in advanced degree program
- Advanced degree
- Two years or more experience negotiating license agreements for e-resources in an academic library
- Two years or more experience working with academic vendors and publishers
- Master's degree from an ALA-accredited institution or equivalent international degree
- Knowledge of law and policy issues affecting e-Resource licensing, including without limitation copyright, fair use, text and data mining, artificial intelligence, accessibility, and privacy.
- Knowledge of trends and issues in e-resources and a commitment to keeping current with changes, including awareness of issues relating to vendors, packages, aggregators, platforms, and licensing norms.
- Familiarity with access and discovery for e-resources
- Experience licensing data sets or business resources, including restricted use data.
- Familiarity with technologies used in licensing, acquisitions, and assessment.
- Experience with Ex Libris Alma/Primo
- Experience with authentication systems such as EZProxy
- Strong verbal and written communication skills
- Strong analytical and problem-solving skills and organizational abilities
- Demonstrated interpersonal, communication, analytical, organizational, and problem-solving skills.
- Demonstrated initiative, flexibility, and ability to work creatively and effectively both independently and as a team member.
